One of my long-term clients was the Office of Government Commerce (OGC), which is the executive agency of the UK Government that is charged with overseeing all central and local government procurement of IT and ICT systems and services. I was therefore involved in very large, high profile, public sector IT / ICT projects, including (a) numerous multi-million pound PFI / PPP projects (in particular for the Ministry of Defence and Department of Education), and (b) the first and second generation deployment of the Government Telecommunications Network (GTN) and the Government Data Network (GDN). These projects necessarily involved managing a cross-section of legal and commercial issues, from contract law, competition and anti-trust, IT and IP law, through to public procurement law and best practice.
